C.M SINDH HOLDS HIGHLEVEL MEETING OF SECRETARIES.

KARACHI JULY 10: Chief Minister Sindh Syed Qaim Ali Shah presided a high-level meeting of Provincial Chiefs and Secretaries at Chief Minister House this morning.
Speaking on the occasion he said that present government was elected and reprehensive government of people, while the masses of the province have expectations from the government. He said that after assuming the charge of Chief Minister Sindh, he had elaborated priorities and highlighted the programme to bureaucracy and administration, which was an affirmation to work for the manifesto presented by Shaheed Quaid Mohtarma Benazir Bhutto that jobs will be provided to unemployed youth, employments will be provided after imparting training to unemployed youth under Shaheed Benazir Bhutto Youth Programme, grant of free land to poor and needy landless Haris particularly the Haris women, holding of open katchery and coordination with people together with solution of their problems on priority basis.
Chief Minister Sindh further said that as an elected representative they are answerable to people, while the administration and officers are answerable to the government. He said that the administration and officers reflected their actions about follow-up of government policies. He stressed upon officers and administration to fully implement and follow the orders, directives, decisions, policies and programme of the government, while they must speedy implement the said directives so as to bring positive results. He clearly maintained that negligent efforts will not be accepted.
Syed Qaim Ali Shah added that all officers should perform their responsibilities with honesty, vigilance, promptness and effectiveness so that government may bring the positive results before the people of province who had been neglected in the past. Chief Minister Sindh further said that the administration and officers while keeping in view their experience and performance should work for down-trodden and pressed people for achieving their rights. He made it clear that all departments should implement the policies of present government with zeal, spirit and prompt manners, while we have to provide relief to common-men by following the good governance, transparent manners and true strategies. He further said that our province is full of natural resources and human manpower, so as to help the masses. Syed Qaim Ali Shah maintained that government wants to provide jobs to un-employed youth, while except few departments all other departments have expressed their negligent approach and careless. He directed that all departments should get their vacancies from BS-1 to BS-15 advertised immediately for which Sindh Information Department will ensure publication of those advertisements.
Syed Qaim Ali Shah said that certain technical non-gazetted posts of some of the departments will be filled through the Sindh Public Service Commission under the rules and regulations. Chief Minister directed that the schedule of interviews/tests to be completed early, must be published immediately so that the first phase is completed early. Chief Minister Sindh directed the heads of all departments that the process of recruitment of vacancies should be completed with transparent manners under rules. With regard to the vacancies in various District Governments, it was mad, clear that all appointing authorities in District Governments should also get the vacancies advertised under prescribed rules for implementation of the directives. The recruitment process will be completed in those districts by District Committees under rules.
Chief Minister Sindh informed that there are more than 40,000 vacancies in various departments of Sindh Government and it is very strange that past governments had deliberately not recruited the youth for jobs. He further said that Shaheed Benazir Bhutto Youth Development Programme is being initiated so as to provide jobs to One Lac unemployed skilled youth in one year after imparting training to them. Syed Qaim Ali Shah further said that the Government Departments must follow the directives, letter and spirit, for which negligent attitude will not be accepted.
Under an other decision, the Chief Minister Sindh directed that the landless Haris and Hari women will be provided free land under land grant policy, for which programme of katchery schedule be announced immediately and all formalities for holding ketcheries at various levels be announced and publicized. It was iformed that under first phase, the katcheries will be held for distribution of land in command area, while later on the katcheries will be held for land available arid and katcha area.
He said that there is Two Lac Acres land available in province and the process of katcheries be completed within ten days, while Sanads will be given to those Haris after one month. Chief Minister Sindh directed that administration and government machineries has to play speedy role, while no corruption will be allowed at any stage.
Syed Qaim Ali Shah further maintained that the province of Sindh is a significant and important province of Pakistan playing a vital role for furtherance of national economy and it can more play an effective and important role for development, progress and prosperity of Pakistan. He stressed that all administrative heads should endorse their achievement and performance reports through Chief Secretary Sindh, so as to resolve the problems faced to the common-men. He stressed upon officers and administrative heads to devotedly work hard and with zeal and also get the policies implemented from their subordinate officers and staff
Syed Qaim Ali Shah further said PPP was an Awmi Jamat, which has received full support from people in the past and has still wholeheartedly support of masses. He added that the party graph was very much better and critics are well aware that people love the party and we are responsible to serve them. He further directed the provincial heads to have tours of one week in a month and should meet the people for solution of their problems He further directed all provincial heads and other officers to meet the people atleast one hour daily in their offices and try to resolve the grievances of the common-man. He asked them to solve the genuine problems of their subordinate staff and all illegal activities and unlawful trends should avoided. Chief Minister Sindh also directed the officers of Irrigation Department that the Wara Bandi had ended in the province, inspite of that there is complaint of shortage of water and Wara Bandi in various channels.
He warned that incase of open katcheries in interior Sindh, if there is any complaint of Wara Bandi in any channel, the concerned officer will be suspended. He further said that Sindh Public Service Commission will be asked to initiate the process of recruitment of various vacancies be accelerated and completed soon so that unemployed youth could avail the opportunities of the job. He hoped that all the decision and directives will be fully implemented and the bureaucracy should work hard with honesty and transparent manners for the service of people without any consideration or discrimination.
The meeting was attended by Chief Secretary Sindh Mr. Fazal-u-Rehman, Additional Chief Secretary (Planning & Development) Mr. Nazar Hussain Mahar, Senior Member Board of Revenue Sindh Syed Anwar Haider, Additional Chief Secretary Finance Mr. Ghulam Ali Pasha, Chairman Anti-Corruption, Secretary to Chief Minister Mr. Sohail Akbar Shah, Chairman Chief Minister’s Inspection Team Mr. Ahsfaque Ahmed Memon and all Secretaries of Provincial Department.
