SINDH PRESIDES MEETING OF FINANCE DEPARTMENT
KARACHI
MAY 20: Chief
Minister Sindh Syed Qaim Ali Shah today held a meeting
with officers of Finance Department Sindh in connection
with Budget proposals for next annual budget of 2008-09,
at Chief Minister House.
He discussed details of revenue and expenditure figures
for the current financial year and proposals for forthcoming
budget including the ADP. The meeting was attended by
Chief Secretary Sindh Mr. Fazal-ur-Rehman, Secretary Finance
Sindh Mr. Ghulam Ali Pasha and others.

CONDOLENCE MESSAGE.
KARACHI
MAY 21: Chief Minister Sindh Syed Qaim Ali Shah today
visited Consulate General of Peoples Republic of China
situated at Clifton Karachi.
He while recording his condolence expressions for victims
of the devastating earthquake in Sichuan province of China,
said that the people of Pakistan particularly the people
of Sindh province feel very sad on the incident. Syed
Qaim Ali Shah expressed his deep grief and sorrows on
this tragic earthquake in which hundreds of innocent people
died and there were damages on large scale.
Chief Minister Sindh expressed his sympathies with Government
and people of China on behalf of Government and people
of Sindh who enjoys cordial and friendly relations.
Chief Minister Sindh was accompanied by Mr. Nafees Siddiqui
General Secretary of PPP, Sindh.
Earlier, on arrival, the Chief Minister was warmly welcomed
by Acting Consul General of Peoples Republic of China
Mr. FAN and other staff of consulate. Chief Minister Sindh
also exchanged views with Mr. FAN. Later, he departed
for Chief Minister House.

CHIEF
MINISTER SINDH ATTENDS BRIEFING REGARDING LAND UTILIZATION
DEPARTMENT.

MAY 21: Chief Minister Sindh Syed Qaim Ali Shah today
attended presentation of Land Utilization Department of
Board of Revenue Sindh at Chief Minister House.
Chief Minister Sindh said that, for alleviation of poverty
from poor people, the Government of Sindh will distribute
free land to landless haris under land grant policy. He
added that first policy was presented and land distributed
by founder of our party Shaheed Zulfikar Ali Bhutto where
as landless haris were be granted land. He further said
that efforts are being made and formalities are being
completed to distribute land before end of June 2008,
aimed at to provide jobs to poor peasants and generate
economic activity in masses.
Earlier, Secretary, Land Utilization Department Mr. Muhammad
Siddique Memon presented the report about functioning
and performance of department.

KARACHI MAY 22: Chief
Minister Sindh Syed Qaim Ali Shah was today given presentation
regarding Health Department Sindh at Chief Minister House.
Speaking on the occasion, Syed Qaim Ali Shah stressed
the need to provide health facilities to poor and needy
people, while the working conditions be improved at all
hospitals, dispensaries and BHU’s. He said that
there are complaints of dual administration in Health
Department, and there is no coordination between provincial
and district administration officers of Health Department,
with the result, people are lacking health facilities
particularly in Health Department. Chief Minister Sindh
further said that the overall authority of health care
lies with Provincial Health Department, and hoped that
all officers will devotedly and efficiently work for provision
of health care to poor people who have been neglected
in the past.
Syed Qaim Ali Shah also directed to adopt all preventive
measures and flourish awareness among people including
masses of backward areas so as to achieve good results
and eventualities of epidemics are promptly and timely
controlled. With regard increasing number Hepatitis cases,
the Chief Minister Sindh directed that a separate organization
under Health Department be formed with experts, for which
the department should propose a scheme. He said that the
treatment per patient Hepatitis cases is very much high
and a poor patient can not afford such costs. It was informed
that the Chief Minister Sindh has already provided an
amount of Rs.150.00 million por treatment of Hepatitis
cases in Government Hospitals, out of which Rs.50.00 million
have been released while the balance amount will be provided
soon. Chief Minister Sindh said that detailment of doctors
and other staff including posting on OPS be avoided, and
said that Chief Secretary Sindh has been directed to conduct
frequent meetings of Departmental Promotion Committees
so as to promote the waiting officers and vacant posts
be filled as per rules. He further directed that all vacancies
of various posts lying vacant in Health Department be
filled by adopting all codal formalities and procedures.
It was informed that the process of recruitment of posts
from BS-1 to BS-4 has been started and after publication
of advertisements, the interviews have been conducted.
Chief Minister Sindh stressed the need to utilize funds
sanctioned for schemes/projects timely so that health
facilities are ensured to masses. He also directed to
form an steering committee of various departments to provide
hygienic conditions, better environment and pure water
for people headed by Chief Secretary Sindh with Secretary
Health, Secretary Education, Chief Engineer PHED, DCO’s,
EDO’s (Health), representatives of WHO, UNICEF etc
as its members so as to evolve strategy and prompt programme
for people. Syed Qaim Ali Shah said that a case of incentives
for doctors and teachers etc working in far-flung areas
is under consideration and a decision in this regard will
be taken soon.
Earlier, Sindh Health Secretary Mr. Shafique Ahmed Khoso
briefed that there are 1573 primary level and 82 secondary
level care facilities (total 1655 hospitals) in Sindh
province which include 116 Rural Health Centres; 859 Basic
Health Units, 470 dispensaries, 36 Mother & Child
Health Care Centres and 92 other Clinics, Homoeopathic
dispensaries & Unani Shifa Khana’s. Besides,
11 District Headquarter Hospitals; 44 Taluka Headquarter
Hospitals and 27 major hospitals are working in the province,
he added. Secretary Health informed that there are six
(6) Teaching hospitals and four (4) specialized hospitals
(Institute of Skin Diseases Karachi, Sir C.J Institute
of Psychiatry Hyderabad, Institute of Chest Dieses Kotri
and T.B Hospital Khairpur) working in the Sindh province.
Mr. Khoso apprised that out of 1655 health facility hospitals;
1411 are functional and 244 are non-functional, where
10,076 doctors and 43626 nurses & para-medical staff
are working, and the details of doctors and staff include
553 teaching cadre,979 specialist cadre, 8253 general
cadre, 291 dental surgeons; 1968 nurses, 5960 para-medical
staff, 25622 other staff.
Regarding vacancy position, he informed that there are
11272 posts are lying vacant, which include 4036 posts
of BS-1 to BS-4; 4168 posts from BS-5 to BS-15 while 3068
posts of BS-16 to BS-18 are lying vacant which include
Nurses, Medical Officers, Dental Surgeons & Specialists.
Provincial Health Secretary added that an amount of Rs.10452.778
million has been allocated in provincial level budget
for the year 2007-08 out of which Rs.8920.778 million
is for non-development and Rs.1532.00 for development
side. He said that an amount of Rs.1250.00 million have
been allocated for 80 schemes which include 60 ongoing
schemes & 19 schemes are new. He further informed
that under development projects of Health Department,
there are 27123 posts, out of which 25252 are filled and
1871 posts are lying vacant. He further informed that
there are 5 Public Health Schools; 16 Midwives Schools,
19 Nursing School; 5 Para-Medical Training Schools; and
One School of Nursing at Nawabshah; One School Nursing
at Dow University of Health Sciences Karachi and One College
of Nursing at Liaquat University of Medical & Health
Sciences, Jamshoro.
The briefing was attended by Sindh Health Minister Dr.
Sagheer Ahmed, Director General Health Sciences Sindh
Dr. Ghulam Nabi Memon, Dr. Shafqatullah Abbasi and others.
